The Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) provides support to states, units of local government, and tribal governments to plan, develop, and implement comprehensive efforts to identify, respond to, treat, and support those impacted by illicit substance use and misuse.
