FY 2021 Comprehensive Opioid, Stimulant, and Substance Abuse Site-based Program (COSSAP) Competitive Grant Solicitation

The Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) was developed as part of the Comprehensive Addiction and Recovery Act (CARA) legislation. COSSAP’s purpose is to provide financial and technical assistance to states, units of local government, and Indian tribal governments to develop, implement, or expand comprehensive efforts to identify, respond to, treat, and support those impacted by illicit opioids, stimulants, and other drugs of misuse.

COSSAP aims to reduce the impact of these substances on individuals and communities, including a reduction in the number of overdose fatalities, as well as mitigate the impacts on crime victims by supporting comprehensive, collaborative initiatives.

Awards will be made in two categories for the following amounts:

  • Category 1:  Local Applications
    Subcategory 1a – An urban area or large county with a population greater than 500,000:  up to $1,200,000
    Subcategory 1b – A suburban area or medium-size county with a population between 100,000 and 500,000:  up to $900,000
    Subcategory 1c –A rural area (as defined in the eligibility section) or small county or tribal area with a population of fewer than 100,000 or a federally recognized Indian tribe:  up to $600,000
  • Category 2:  State Applications
    Applications from states on behalf of county, local, municipal, or tribal communities:  up to $6,000,000

Period of performance start date:  October 1, 2021
Period of performance duration:  36 months

Grants.gov Deadline:  July 7, 2021 11:59 PM (Eastern)
JustGrants Deadline:  July 9, 2021 11:59 PM (Eastern)

In FY 2021, applications will be submitted in a NEW two-step process:

Step 1:  Applicants will submit an SF-424 and an SF-LLL in Grants.gov at https://www.grants.gov/web/grants/register.html. To register in Grants.gov, applicants will need to obtain a Data Universal Numbering System (DUNS) and System for Award Management (SAM) registration or renewal.

Step 2:  Applicants will submit the full application including attachments in JustGrants at JustGrants.usdoj.gov. To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.
